  I having a house built. Should the scratch coat have a bunch of cracks or holes in it ? The Stucco installer says it is normal to have both since the  color coat will cover it.

It is normal to have cracks in the brown coat.
They are caused by normal shrinkage.
They will be filled in by the finish coat
