Who could remodel a house like this ?

Idiots who put in windows like this shouldn't have the legal right to put in windows. Water runs down window right into the wall. Old stucco is cut back and the new window is set into the wall.
The This old house had extensive termite damage because the framing was below the grade.
The new lumber is also below the grade. Bare lumber (or any lumber) below the grade is against any building code.
